Singapore Emission Factors Registry to list product-specific carbon footprint data and adopt PACT Standard (V3)

Singapore, 6 May 2025 – The World Business Council for Sustainable Development (WBCSD) and the Singapore Business Federation (SBF) signed a Memorandum of Understanding at Ecosperity Week 2025, confirming the Singapore Emission Factors Registry’s (SEFR) adoption of the Partnership for Carbon Transparency (PACT) Methodology and Technical Specifications, Version 3, for the listing of product-specific emissions data.
PACT, hosted by the World Business Council for Sustainable Development (WBCSD), recently released Version 3 of its methodology after two years of consultation with leading multinationals, technology providers and climate experts. The updated version significantly improves the accuracy and consistency of technical specifications for calculating and exchanging supplier-specific, product-level emissions data.
The updated methodology allows businesses to calculate more precise, complete, and comparable Product Carbon Footprints (PCFs) of their goods and services, enhancing the quality and integrity of emissions data, and enabling informed decision-making on emissions reduction strategies.
SEFR currently contains emissions data from A*STAR, Singapore government agencies including the National Environment Agency, and partners such as the Singapore Green Building Council. With the adoption of PACT, SEFR will now enable any organisation in Singapore to list high-quality PCF data for their goods and services. Any business is eligible to list its PACT-aligned PCF data with the SEFR. By aligning with PACT Methodology Version 3, SEFR enhances transparency and standardisation in the way emissions data is reported and exchanged across organisations.
This partnership represents a significant milestone in SBF’s and WBCSD PACT’s shared ambition to leverage supplier specific data across value chains to accelerate global decarbonisation.
